Puzzle ID 01-07/2021 'Mysterious statue base from Thracian Germania'

The Inscription
The object of interest - depicted below - is an inscribed statue base from the ancient city of Germania, the 'meeting place' between Thrace and Illyria in c. 500 CE (so Procopius states), besides enjoying the claim to fame of being the birthplace of Belisarius - and today's Sapareva Banya in southwestern Bulgaria; it is c. 150 cm high and 50-60 cm wide/deep. So far so good ... 

The Question
Well - what is the text? Or even just the language? And what about the date?
